Does a Herbst appliance cause maxillary recession?

I'm 13 years old, and I have a class 2 overbite. They previously prescribed me some regular elastics, but I want to get mandibular growth.
Ive also read some studies on how a Herbst appliance can restrict forward growth of the maxilla.
So, can anyone tell me if a Herbst appliance can recess or restrict the maxilla? If so, I will just use elastics.
And in my case, which should I rather sacrifice, maxilla or mandible?

herbst will definitely restrict maxilla development and potentially even pull it back. might be minimal but overall bad option, your maxilla is so much harder to project than the mandible so sacrifice mandible everyday bro, you can fraud mandible so easily

then you need to be worrying about you maxilla projection even more bro, my answer remains the same. asians typically have worse maxilla projection compared to other races. anything that can inhibit the forward growth of your face should not be considered
