Does any penis enlargement surgery increase the length when erected or do the improvements only apply to not erected penises?

from what I've seen online, the surgeons will only operate on you if you have a micro dick bc it's a risky surgery and there's a high risk that it will stop your dick from working and won't make it any bigger

I read that they can transplant fat into it for the girth, that doesn't sound very risky.
