No, it was blocked in Romania, as well as many other "inferior" countries - like all Eastern Europe, Africa, Asia, South America, etc., they couldn't monetize the site here and show ads, Hi5 ruled in these places and it was the major social network....
Then Facebook came and simply wiped out all these other social networks and became the dominant one.
