Depends on the severity of both. But if we are talking malnourished then i would agree. These people always end up narrow asf.

I was skinny most of my life, but i ate good during puberty, so i ended up fine lookswise

Dont know what u look like. Wider FWHR usually benefits greatly from getting very lean, narrow FWHR not as much.
