Because

1. brain size correlates modestly with IQ

2. but Head size doesn't correlate with IQ.
Since Bigger Head size doesn't mean Bigger Brain.
The Somalians don't necessarily have bigger brain size than Dolph, just because they had larger heads

Iq mainly depends on neuron activity and volume of the frontal cortex
