Don't dirty bulk but yea you will get bloated while you are bulking. The aim is to bulk then cut to reveal the muscle which will also remove your bloating

What's the difference between bulking and dirty bulking?

Bulking is eating in a calorie surplus (more than your maintenance/standard amount).

Clean bulking is getting those calories from healthy, unprocessed "clean" foods like meats, vegetables etc

Dirty bulking is getting them from processed, junk and/or fast food.
