I thought unproper swallowing caused lip hypertrophy. Sucking your cheeks in while swallowing makes you use your lip muscles, doesn't it? Overusing lip muscles will over time increase their size and mass and it will make your lips look more protruding I think. That's why Mike Mew said that your face (thus your lips) shouldn't move when you swallow foods or drinks.
