He takes it orally, the bioavailability is less (like 65% for oral and around 85% for smoked) and then the brain uptake fraction is even lower but it's about half as other methods like snorting, smoking and iv but it can still be neurotoxic depending upon the dosage.

However, Clavicular PROBABLY takes it at doses equivalent to Desoxyn (Meth HCL) - 5 mg - FDA approved medication for weight loss and long term ADHD which isn't as neurotoxic (though, could be if not handled properly) but still is a scheduled 2 controlled so high potential to get addicted.

So yes, even a drug like methamphetamine can be FDA approved.

The main reason he takes meth is probably due to ADHD since he already is addicted to regular amphetamine. (Read my previous replies on the post for a detailed explanation)
