eyelashes can cover your UEE. Idk how they’d improve canthal tilt but you should try curling them and see if it gives an illusion of better canthal tilt. I know eye brows can help improve the appearance of canthal tilt

Yes it will appear they are positively tilted if you do that, that is the whole function of eyeliner and shit for girls since looking NCT is a major hit to a girl's general attractiveness, so they will emphasize upper eyelashes.
