If we consider it so, then any forward pressure gives overbite. I asked the question "Does the mandiable follow the maxilla" and I was told yes. But the maxilla is only indirectly connected to the lower jaw. And when we apply forward pressure to the maxilla, we tear the suture, but in no way affect the forward development of the lower jaw.
But there is another side to the coin. Unlike thumb pulling, with facepulling we maintain pressure with the lower jaw, so theoretically we get full forward growth.
