Does frame actual size matter even with good proportions

I have a 21.5 inch bidelt untrained and a wide waist and it looks significantly worse so yes it matters.

It does for example a 6 5 guy with good frame but barely any muscle n fat is gonna look like a pussy compared to a 6 5 ogre with the same frame who weighs twice as much
