Yes. People with proper hollow cheeks not only have strong cheekbones, but their jaw width is mostly bone with relatively thin masseters.

Exhibit A (Tom Cruise & Brad Pitt):

Both have great cheekbones yet no hollow cheeks, and the pics have the best possible lighting.
Now someone with a wide jaw but proportionate masseters for comparison (Jared Leto):

Notice how he doesn't even have extremely prominent cheekbones yet has hollow cheeks.
Another example without overdeveloped masseters but bigger cheekbones (Maxence Danet-Fauvel):

Chewing for a wider jaw is retarded.

That's anything but a happy medium. More like a happy maximum. His cheekbones are much larger than ideal for a man and his jaw and chin are also extremely wide.
