Does high FWHR means more facial development?

Does high FWHR really means more facial development if there are two persons for example chico with the fwhr of 1.8 and Barret with the FWHR of almost 2.2 does it means that barret had more facial development than chico or it varies person to person? Also what is an ideal fwhr 1.8 or 2+?

You can look good at most FWHRs unless it’s really low or really high
