I think it does. In Africa they have highest testosterone levels and lowest iq. In cartoons a musclular guy is portrayed as a idiot meanwhile a skinny guy is considered intelligent

testosterone increases blood flow which stimulates your brain function, but also testosterone can convert to DHT which is a neurosteroid for brain function and gonadal function

we can even say since testosterone lifts mood and energy, so your capabilities are far better
