Does infraorbital implant will fix under eye bulge eyelid and hollownes?

i have ugly lower eyelid bulge can infras only fix them or need some kind of eyelid surgery too? if i tilt my head foward that show a lot like that but if i tilt back there is no bulge looking but upper eyelid show.

Common infraorbital rim implants won't do anything vertically. They improve forward (horizontally) projection. Custom saddle infraorbital rim implants could give the rims better vertical projection they are placed on the eye rims.
