yeah youre right fat WILL always cover some bone or muscles, yet ratings are there for your CURRENT looks. Potential ratings by ai is complete bs. The rating you make even sub 14% is still your current rating, it doesnt mean you cant change it, but it also doesnt mean youll be able to change many things
