You can live in a rich ethnic neighbourhood and be surrounded by mostly successful ethnics. East Asians and curries are rich after all, richer than whites.

Nigerians/Ghanaians are also successful and are black.

Meanwhile you can be surrounded by whites and live in a welfare town full of failure and Poverty. There’s many areas of the UK for example that have high unemployment, high rates of welfare usage and are something like 70-90% white.
