Does jutting cause recession over time? I’ve heard from someone that it works the masseter muscles so they pull the jaw back over time.

No.
I don't know what type of rumor caused this, but Jutting is a Medical Orthodontic practice.
Majority of the Mandibular Appliances need you to Perma-Jutt to cause a difference.
Recession by Fascia is only caused when the bone is malleable (IE. Broken/cut, such as in Lefort's and BSSO's) and Muscles can exert force to change it's position.
