does minox increase hair growth velocity?

does the vasodilation effect of minox increase hair growth velocity? i know it increases the time period of the anagen phase but i havent seen anything online saying minox also increases hair growth velocity. if minox doesnt increase hair growth velocity, is there any topical that does? i buzzed my hair and it looks horrible.
