Does NCT even matter if you have a good Browridge

I have Neutral so this doesn't really apply to me but guys like Jason Momoa and Tom Cruise are still considered to have good eye areas despite having noticeable NCT Is it because of their strong Browridge

These eye areas look much more masculine and intimidating than PCT almond eyes

No. It's not because of the browridge. It's because their eyebrows are PCT. (Positively tilted)
Eyebrows are unironically almost as important as the eyes.

I think it may be possible depending on your fat storing genetics. Look at 50cent when he lost a lot of weight vs his normal bodyweight. Getting lean might improve your hooding but tbh I don't think there's anything else you can do (I also have negative hooding ).

We'll see, my UEE isn't terrible but at the same time I'd benefit a lot from fillers or botox

Although I think I have slight pct or neutral and coupled with my long lower eyelashes it definitely gives me hilbilly nct look (Used to have insane pct as an infant idk what happened...)

First of all let me clarify something: “negative hooding” seems to be a term that originated on this website. So we are are clear, do you mean the Supraorbital skin has a negative tilt regardless of canthal tilt?

If that’s what you mean it can be fixed in 4 ways depending on what is actually causing the problem:

1. Direct Excision Upper Blepharoplasty if it is caused by excessive soft tissue sag laterally.

2. Tail of Brow Reduction if caused by the skeletal contours which is probably the most common.

3. Augmentation of the medial supraorbital rim instead of reduction of the lateral orbital rim. This would be indicated less often as a stand-alone fix.

4. Correction of a herniated lacrimal gland which can cause a bulging-out appearance of the lateral supraorbital Soft tissues.

As you can see there is a lot to assess, especially with respect to the lacrimal gland. Only an in-person examination could determine for sure which option or combination of options is best to achieve your desires.
