It's a tricky one because being "too large" is subjective and depends on proportions.

You can see that his horizontal thirds are actually very even, so from that standpoint, no his forehead height is fine.

Although, it does look more aesthetic (to me anyway) having a slightly shorter forehead. It also looks more youthful, for what that's worth.

There's conflicting information on forehead size in regards to masculinity. Researching this (since I had forehead lowering surgery around 2 years ago), there's information suggesting a larger forehead is masculine; but also evidence that states the opposite, so it's not clear.

You explained it quite well.
He has a large forehead...but also a large midface and a long chin, so his facial thirds are balanced.
He also has a narrow skull and frame, which gives the impression of a longer face.
