Does post rep truely determine a good or bad user

I think It does tbh my post rep is pretty decent but I think the shittiest users be having 5 posts to rep ratio like @luiszygo but there are exceptions like @Number1Greycel just got a positive rep ratio but it was negitive before and was a pretty good user so kinda depends also there are a lot of shit users with positive rep ratio
