Does raloxifene (SERM) increase or decrease estrogen

Im taking raloxifene but without ai because i heard crashing estrogen is very bad so im not sure if raloxifene will increase or decrease estrogen i know it binds in breast tissue ths starving it of estrogen thus shrinking it but not sure abt other parts of body
