Yes, it subtly changes the shape of your whole chin by making it more projected (like the guy above), but the major major changes will be from the side where the difference will be huge.

Yes, vertical genio will increase the length of your chin helping balance your facial thirds if you chin is short compared to your upper and middle third.

Most genios are horizontal or a mix but you can do do solely vertical if you have no recession regarding forward growth and just lack height.
