Does the curved lower eyelid caused by recessed infras?

Before I thought that I had good eyes because I neglected the undereyes, I believed that the upper part (supras) was the most important.

Now I release how bad my eyes look, just because of undereyes area...
I feel sabotaged

I met people with weak supras but good eyes looking because of good undereyes. However I never met the countrary. Hollow undereyes always look bad even with a strong browbone and 0 uue
