Azelaic acid at 20% is found only in cream. I heard people saying that at this concentration the skin only absorbs 5% of the active ingredient, is this true?

Gel is better in absorption, but only absorbs 8% of the active ingredientyes gel is suppose to absorb better because of the microsphere like formulation which crosses skin barrier much more effectively. Ive tried azelaic acid cream and its just utter dogshit. Gel mogs hard both tret and azelaic
