You shouldn't measure around your butt. You should measure the width. Basically the widest bony part on your butt level. Circumference is useless as you might be squatting like a motherfucker.

It doesn’t look like his hips are overly big. I would say average at worst. If he didn’t train his obliques it would give a narrower hip illusion. Ryan gosling has wide hips, zyzz had narrow hips.

In the above pics you can only see wide vs narrow pelvic bone/iliac crest. Hips are on the butt's level.
For instance women can have narrow iliac crests and wide af hips, because pelvic bone is constructed differently and femurs are attached on a different angle.
