in my experience, tretinoin works the best on areas like jaw, chin, philtrum area, forehead (absolutely clear) and the least on cheeks below eye areas and mid cheek area in general.

That’s unfortunate as my acne is worst on my cheeks what does this mean tho if I’m always breaking out in my cheeks area specifically ?

give it a try cuz it's a promising active out there with very strong evidence. Actually, tretinoin cleared my acne everywhere on my face, but I experience the strongest effect on those area.
