there should be a button you can press before a user leaves greyhood where it's a vote to have the user banned and when it reaches a certain number the user gets banned with no ban appeal available for them

I would press it for this user

Sure, it wouldn't get implemented
Mods/Admins/Master would look at the suggestion and think "well how many users who currently pay for VIP/bought lifetime VIP would've been banned when they were greys for provoking other members/being antagonistic
It would be loss of revenue for the forum, and they'd refuse it
