Once upon a time DV was legal in America. 100ish years ago. The government viewed it as a private matter and the government had no right to dictate how a man should run his home and his marriage. Fast forward to now where even looking at a woman wrong can get you arrested.
Some countries still subscribe to this old model though. Russia has a watered down version of it:
