I've made a guide on filler and it is much worse than implants, I only recommend it to preview what implants COULD look like, or for minor touch ups.

The risks aren't that high for surgery near your eyes, people over exaggerate the risks for literally everything cosmetic

That is very untrue. Eye surgeries are very safe. The only problem with IOs and the sort is that if your surgeon is a retard, you might be able to feel it during unusual movements simply because of how thin the tissue is. The surger(y/ies) themself are very safe. I am not talking about Giant's OBO.

pretty easy to clog up glands, especially with any filler in your eye area

fillers can't substitute for bones, so chin filler is out of the question when it comes to elongating the chin. for width and projection it's ok because there aren't many nerves or structures around the chin
