This is true, no hair transplant doctor worth their salt would ever let you get a hair transplant unless you could prove to them that you don't have familial history (then why the fuck are you there) or have taken pharmacological steps to stop recession before focusing on regaining ground.

This is my exact situation.
I was born with a 5head and I lost a bit of hair above the temples, hair trasplant seems a better idea than a forehead reduction surgery

No, my brother (who is 8 yrs older than me) even has more hair, despite both of us having high hairlines. No relative i know is bald. I would say i have less hair than anyone in my family
