anything past 90-100 is technically down-growth, but it's not realistic for tall faced people.

All you need to do to tell is smile from the side and if your upper dental arch is parallel to the ground with proper head posture then you have no “downward” growth. High gonial angle is usually from a downswung maxilla but not always.

there's a difference between having a high gonial angle and mandible pointing down due to genetics and being downgrown. Your entire face is developed incorrectly for the latter. Look at Elias de Poot and O pry.
Also 130 is not normal. 100-120 degrees in normal.
