palate expander alongside rhino and a chin implant will save me

When I asked my dentist is expander easy to give he said no good dentist would give it because it mostly works to fix bite,thats why he gave me it

It's low key impossible, if explaining your concerns and how it'd help you don't convince your parents, or a dentist doesn't agree to it, you'll likely not get there. Your best bet is waiting until you're independent, getting a job and paying for the procedure yourself, although by that point a normal palette expander intervention will likely not work because your maxilla are fused, you'll have to undergo something, probably

if i have a little bit of crowding in my bottom teeth and MAYBE a slight / small crossbite will this be enough for teenage palate expansion ?

Honestly you're probably going to get braces or invisalign, if your issues are very slight as you describe them an orthodontist isn't likely to give you palate expansion for those reasons alone.
