If we take the standard definition of what species sentience is and compare it with the behavior of the world's poor/low IQ then a strong case could be made that they don't meet this definition. They don't have any ability for long term thought and just breed/eat/whatever on impulse, while also being instinctively tribalistic and violent. If they can't do the things that are typically accociated with sentience, then what exactly makes them fully sentient? Can they reason? No. Can they ignore primal instincts in favor of long term thinking? No. So how are they sentient exactly? What even is sentience?
