The one that looks good. And in the vast majority of cases it's a combination of both.
Good bone structure is meaningless if you have very thin lips, crappy skin and shitty eyes/eyebrows/hair.
Same applies to good features. If the bones and the right proportions of the face are not there, noone cares about your nice eyes or lips or hair.
