Environmentalists keep harassing people from my coastal town

In my coastal town every year there there's a 52 day trawling ban that applies from early June to late July during the spawning season, leaving March as a normal fishing period completely legal to catch fish during this period of the year but since a few years my grandma was telling me these activists keep harassing the fishermen and taking things to court trying to stop them.

They will never try to stop those huge fishing companies that catch fishes by the boatloads but always go after and harrass the small artisanal fisherman who are trying to make ends meet. How are these people supposed to survive? They have been catching fish for centuries. The only reason my ancestral town even exists in the first place is because the sea provides for everyone. If you take that away how fair is that?
