I came up with this thought since I have seen few recessed beings with close set eyes.
It does influence the cheekbones but that makes the ratio only worse.

Then yes lateral development of the upper maxilla is literally one of the two determinants of IPD and PFL, the other being cheekbone size. For a given face width and cheekbone size, the more of that width that comes from the upper maxilla, the larger your IPD will be.

IPD is all about the upper maxilla.

The other remaining factor of face width is the angle of zygomatic arch flare.
