yep that’s the main problem with eugenics but another big issue that people miss out on is the actual benefit of the individual regardless of physical or mental condition

for example we have plenty of people with minor physical defects, and also actual disabilities, who have proven themselves to be just as capable and competent as any other person

same with issues like mental health. some of the greatest geniuses to ever exist often had eccentric, strange and unconventional personalities and habits. adhd, autism and other neurological conditions are not uncommon among them

a world where everyone with even the most minor imperfection is culled would be a horrible place

I believe the scenario you presented is unrealistic. Even then, the government can at least eliminate risk for disease, drastically improving QOL.
