This is less about eugenics and more about genetic recombination

I know good looking guys with average or below average parents, along with ugly guys with above average parents

You can also see a range of attractiveness within the same family. One member may be more good looking than other etc

but the chance of being GL with GL parents is infinitely greater, even Alain Delon doesn't have mogger children, but they are all HTNs

Yeah that’s true but also timing matters. Even if they’re both moggers, if they’re 30+ and they have a kid might as well throw the fetus in the trash

Sure. Having good looking parents may increase the chances of being good looking yourself, however that in of itself still isn’t a guarantee

Genetics can also skip a generation. You can have ugly parents but still inherit genes from distant relatives/ancestors

Phenotype is a very important thing when it comes to separating genes, if the phenotypes are similar, the chance of success is greater, that's why Brazil is not a mogger factory, the phenotypes here are very different, white + black + indigenous
