The areas with high ethnics yes, but the southern parts are good. Rio crime rate currently is actually similar to many major cities in america. And in the olden days people forget that american cities were quite violent. Dallas had a homicide rate of 50/100,000 in the peak crime wave around 1990, while Rio at 70.

Just like anywhere crime is usually centered In certain neighborhoods/small cities within the major city. I would say anywhere above drawing a line that splits Brazil in half, the above line regions are very dangerous and the below line regions are safer.
