Depends on the city and the neighborhood. Most cities are safe, but even in those cities you shouldn't go to the wrong neighborhoods. Brazil it's a pretty safe country for Brazilians, who knows how to recognize danger and avoid being robbed, but i can't assure that it would be same for a tourist. It's pretty logic that someone who comes from a 1st world country wouldn't be able to act properly to avoid being robbed. I'm over 18yo and i've never been robbed, but i know some people who have been robbed more than 5 times. You need to know how to act. The best way to visit Brazil would be with the help of a local.
