That's what Hobbes would say. Nobody knows for sure. What we can be sure is that some people are more inclined to evil and some are more inclined to good.

Just be reciprocal. If they treat you nicely, treat them nicely. If they treat you badly, treat them badly.

Yes, "humans" are inherently evil.
But, most people are more animal than human.

To be human is to be humane, to think, to consider... but most of modern man & women only act off of their emotions & instincts.
Literally. No. Difference. From. Animals.
Animals are inherently evil, because they can't think.

So in one way or the other, you're right. Humans are inherently evil.

It always feels one-sided but this is the most logical appraoch.
