Yes that’s kinda the problem. It would be difficult to put an exact measurement on it but I would assume anyone who is like a standard deviation below the average height of men in a given area can receive some allowance. The greater the standard deviation from the mean the greater the allowance

Deformities and asymmetries that are obvious can be included. Along with severe skin disorders
