Eye area advice (softmaxx for now) (hardmaxx advice but probably not possible atm)

I have discoloration on my eye area compared to the rest of my face and pretty bad UEE. I get 8 hours of sleep but my eyes still look tired when I have them relaxed. what can I do as softmaxxes to fix these things and ascend my eye area? and possible hard maxxes i could do in the future?
