Cause ive got that and makes me look regarded sometimes and its has to do with the maxilla + undereye support.
One really easy thing you could do is start eyelash curling, you see how your lashes almost dips into your eyes which creates a more tired appearance. Its a bit gay but an eyebrow curler costs like 5 bucks and significantly changes the look of your eyes.

Latisse, curl your eyelashes and maybe a slight brow fat augmentation, not sure about the last one because the photo is more of a 3/4 view and not a front one
