Eye area | Help needed

As you can see see my eyes are pretty fucked up, the undereyes especially I would say, currently 17, never done anything with my eyes in my entire life. Spent most of my life behind a screen. The picture presents the natural position for me. No sugarcoating please, but that's probably not a problem on this forum lmao. (Also wtf is that white dot under my eye, it's been there most of my life and I don't like it).
