Eye area help

So I have some really weird eyes, sometimes they look alright and sometimes it looks like I have Down syndrome. I usually have eye bags and wrinkles and don’t know what to do to improve it. I attached 1 photo with me squinting a little and one with a different angle and no squint. No I cannot do surgery. Any help would be great

Really bad NCT. Looks like you need Canthoplasty and something to fill in your under eyes.
