You think you can reproduce hundreds of thousands of years of evolution by rubbing ice on your eyes ? Pathetic. Just get upper eyelid fat graft, infraorbital rim implants and canthopexy, that all you need to ascend eye area to the max. These 3 surgeries are not that expensive anyway.
