Eye problem

Hey, I have some kind of issue with my eye. I’ve got this bump under my hooding. I went to an eye doctor about it before and they prescribed drops that did absolutely nothing. It doesn’t hurt or anything, but because of it, my eye tilt might be negative, or maybe it's the hooding, I don't know. Has anyone else dealt with this?
